A client says, “Once I have the passport, I can work there.” Sometimes that is true. Often it is not. Citizenship by investment work rights depend on the law of the country where the work takes place, the person’s immigration status, the profession, and whether a local licence is required.
A passport proves nationality. It does not automatically prove permission to take a job, provide regulated advice, practise medicine, operate a vehicle commercially, or manage a local business. That distinction matters for Dubai-based executives who travel constantly and may confuse easier entry with lawful employment.
Three separate permissions
| Question | What it actually tests |
| Can I enter? | Border and visa rules for the specific passport and destination |
| Can I stay? | Residence, visitor, work, or other immigration permission |
| Can I work? | Employment law, work authorisation, and sometimes professional licensing |
A short business visit may allow meetings, conferences, or negotiations but not local employment. A citizen may have a right to live in the issuing country yet still need registration to practise a profession. A director may be allowed to attend board meetings while an operating role requires a different permission. The answer is fact-specific.
This is where promotional language becomes dangerous. “Access to a market” can mean the ability to visit that market. It does not necessarily mean the right to draw a local salary, invoice clients, open a regulated practice, or employ staff. Check the destination’s immigration authority and the regulator for the relevant profession before making a relocation or hiring plan.
The International Labour Organization treats the right to work as a matter governed by national law and employment frameworks, not by passport marketing alone . A serious citizenship plan therefore begins with the client’s real activity: employee, shareholder, director, consultant, investor, or licensed professional.
Zam Zam Citizenship helps clients distinguish the nationality objective from work and residence questions. From Port Saeed, Deira, we coordinate the citizenship assessment and identify where employment counsel, immigration counsel, or a professional regulator must review the plan.
