A citizenship by investment brochure is designed to create interest. It is not necessarily the document that decides eligibility. Investors should read it like a term sheet: look for definitions, exclusions, footnotes, and the costs hidden behind the large number on the front page.
Start with the headline claim. “From” means there may be additional government and professional charges. “Fast” does not mean guaranteed. “Visa-free” may exclude work, long stays, transit, or electronic authorisation. “Family included” depends on the program’s definition of a qualifying dependant.

The second test is source quality. Is the claim on an official government or program-unit website? Is the date visible? Does the brochure identify the authorised agent or merely display a phone number? A serious investor should retain the version of the information relied upon and request a current written fee schedule.
The third test is omission. What does the brochure not say about source of funds, police certificates, interviews, tax residence, refusal risk, or document authentication? The Financial Action Task Force stresses that CBI and RBI programs require safeguards, transparency, and risk-sensitive due diligence 1. Marketing language cannot replace that process.
